The reference group is available to listen to a community organisation and to provide an opinion about a concern.  The group will make a judgement about whether or not a situation that has arisen could be a "Compact Challenge".  ie proceeding are not seen as a "Compact way of Working". 

Typically situations arise with changes to funding, late payment of agreed funding, changes to services with no consultation, failure to provide reasonable time to consult, unjustified increases in charges and more!  However situations often develop when one side or other do not understand the nature of the Compact.

The group also has information on how a "Compact Challenge" could be followed-up.  There are several ways of obtaining representation or advocacy.

The Partner Group will register Compact Challenges that the local voluntary groups raise and, after a 30 day period, the Partner Group will enquire of the authority what progress has been made to resolve the concerns of the local voluntary group.
